It appears that since there is no timer, the executioner never drops his axe. I have cleared the heroic version of shattered halls three times and he never dropped his axe.

While I understand they could be used as transportation exploits in the previous core (previously there were no level requirements to use the capital portals to Blasted Lands), now that the capital portals to Blasted Lands require you to be level 58 could these portals be inserted?
